Horizon Europe 2025 Work Programme Published: New Opportunities for Euro-Mediterranean R&I Collaboration

The European Commission has officially adopted the Horizon Europe Work Programme for 2025, unlocking over €7.3 billion to support cutting-edge research and innovation that responds to Europe’s most urgent challenges. The new funding package reflects the EU’s strategic agenda, promoting a sustainable, climate-resilient, digital, and health-secure future—and offering expanded opportunities for cooperation with partners in the Euro-Mediterranean region

This latest Work Programme aligns closely with major EU policy priorities, including the European Green Deal, Digital Decade, A Stronger Europe in the World, and Reinforcing European Democracy. It includes over 900 new calls for proposals, spanning six thematic clusters, five EU missions, and numerous partnerships—mobilizing a broad spectrum of actors from research institutions to SMEs and civil society. 

Strong Focus on Climate, Energy, and Global Partnerships 

Key funding areas relevant to the Euro-Mediterranean context include: 

  • Clean energy transitions, with support for renewable energy technologies such as green hydrogen, solar PV, and offshore wind, alongside initiatives to improve energy system integration and resilience. 
  • Climate adaptation and natural resource management, particularly for coastal zones, arid regions, and water-scarce areas
  • Sustainable food systems and biodiversity under Cluster 6, with emphasis on agroecology, land restoration, and marine ecosystem protection—core to Mediterranean sustainability. 
  • Global health preparedness and digital health innovation, boosting collaboration to address both emerging threats and health inequalities. 

The 2025 programme also strengthens international R&I cooperation, contributing to the EU’s Global Gateway strategy and reinforcing partnerships with regions such as Africa, the Middle East, and the Southern Neighbourhood.

The 2025 Work Programme provides an important framework to advance the mission of the Euro-Mediterranean Hub for Research and Innovation, which aims to connect scientific communities, harmonise policy agendas, and foster joint responses to shared societal and environmental challenges

Researchers, innovators, public authorities, and policy actors from across the Euro-Mediterranean region are encouraged to explore the new opportunities and engage in upcoming calls.
